Cornwall Local Plan: Strategic Policies

The Cornwall Local Plan: Strategic Policies document (formerly referred to as the Core Strategy) will set out the strategic land use policies to meet Cornwall’s economic, environmental and social needs and aims for the future. This document will set the framework for all subsequent development and supplementary planning documents. This document accords with the Planning and Compulsory Purchase Act 2004 and the The Town and Country Planning (Local Planning) (England) Regulations 2012.

Schedule of Focused Changes to the Cornwall Local Plan: Strategic Policies Proposed Submission Draft March 2014.
Cornwall Council published for consultation a Schedule of Focused Changes to the Cornwall Local Plan: Strategic Policies. The consultation ran from Thursday 4 September 2014 to Thursday 16 October 2014.
The ‘Schedule of Focused Changes’ takes account of previous consultations, particularly consultation on the Proposed Submission Document (March 2014). The changes comprise one additional policy plus some changes to policies and their supporting text. In addition the saved policies/maps and other details that were referred to in the Proposed Submission Draft March 2014 were consulted upon for completeness.
Published alongside the schedule of focused changes was the Submission Policies Map showing key landscape and other designations, those proposals that will continue to be saved from former district, mineral and waste local plans and those allocations that will no longer form part of the adopted policies map (proposals maps).
Subject to the responses received and the final view of the Council on these changes, this schedule and map, together with the full Proposed Submission Document published in March 2014, is the version of the Local Plan that Cornwall Council intends to submit to the Secretary of State for examination.
Other more detailed planning documents, including proposals for site allocations around main towns, are also being prepared and we will consult on these in the autumn/winter.
History
There have been four previous Cornwall Local Plan: Strategic Policies (previously Core Strategy) consultations that have helped inform the current working version, and detailed information on each can be accessed by following the links below:
- Cornwall Local Plan: Strategic Policies Proposed Submission: set out the Council's revised planning strategy in terms of strategic policies and policy messages for places in Cornwall. Consultation on this version ran between the 17 March and 28 April 2014.
- Cornwall Local Plan: Strategic Policies Pre Submission: set out the Council's planning strategy in terms of strategic policies and policy messages for places in Cornwall. This was the 'Regulation 19' stage. Consultation on this version ran between the 11 March and 22 April 2013.
- Our Preferred Approach for a Core Strategy and Options and Preferred Options for Minerals, Energy and Waste: 'Our Preferred Approach for a Core Strategy' outlined the preferred approach for the 20 year planning strategy ‘Planning Future Cornwall’ and how it would help deliver the vision of Future Cornwall. This version was based on responses to the Options Report from key stakeholders and the local community and updated evidence base work. Our Options and Preferred Options for Minerals, Energy and Waste were also consulted on during this period. This document set out detailed options for how we propose to support renewable energies, maximise the opportunities for our natural mineral deposits and manage our waste. The consultation on this version ran from 9 January to 2 March 2012.
- Core Strategy Options Report: Consultation on the initial options for the Core Strategy ran from Monday 7 February to Thursday 28 April 2011. The document was in two parts: the Core Strategy Options Paper focused on two main questions: ‘How Much?’ and ‘Where?’ whilst the Area Based Discussion Papers explained what these options for growth levels and distribution would mean for each of Cornwall’s 19 Community Network Areas.
