Public Consultation on Post Hearing Changes to the Draft Local Plan

1 July to 5pm on 12 August 2016

The Cornwall Local Plan – Strategic Policies proposed submission document incorporating the Schedule of Focussed Changes sets out the main planning policies for Cornwall up to 2030.

Following the second hearings of the examination in May 2016 a number of changes are proposed to the document. These changes are contained in a Schedule of Post-Hearing Changes which includes changes previously consulted upon in January 2016.

Please let us know what you think about the Schedule of Post Hearing Changes using the response form.

At this time we are only consulting on the most recent changes and not the submitted Cornwall Local Plan – Strategic Policies this was done earlier in March 2014 and September 2014. Neither are we consulting on the changes consulted upon in January 2016. These are shown in the Schedule as previously explained, but have been greyed out as they are not subject of this consultation.

It is important that comments are only about, and make clear reference to, the specific proposed change highlighted in the schedule and expressed in the form of double strike through for deletions and bold text and double underlining for additions to text The Inspector will only consider comments on the new changes. This consultation is not an opportunity to comment on other parts of the Plan or on the changes previously published as emphasised above.

Paragraph 1.24 dispersed approach to development is more constra

7 - 13 1.24 Move paragraph 1.24 to before paragraph 1.28 and amend to read: Underpinning all this is the need to protect the quality and natural beauty, including the landscape, ecology and historic character of our environment, for its own sake but also as an economic driver and to build and maintain resilience to climate change. To achieve this will require a positive approach to managing new development. In some cases , adaptations to accommodate the likely impacts of climate change will be required to allow for de velopment to proceed. Cornwall’s unique character is reflected in a range of designations from its cultural history in terms of World heritage status, the importance of its biodiversity in European and Nationally designated areas of biodiversity through to the quality of its landscape with over 30% of the landscape designated as Areas of Outstanding Natural Beauty (AONB), quality of the environment is not limited to those areas recognised by National designation but the plan strategy does need to reflect the particular importance attached to designated landscapes in its strategy. For that reason the dispersed approach to development is more constrained in those areas where designated landscapes or biodiversity assets limit capacity or the speed of future growth
